Sorry for the delay.
I am fairly sure that there is currently no function block library in the PLCnext Store that allows general IEC 60870-5-104 communication, but I will double check this.
Perhaps something like this SmartRTU would suit your application:

it exists already a Beta-Version of the IEC 60870-5-104 on PLCnext.
The official release for this library will take some more time.

If you are still looking for a connection with IEC60870-5-101 or 104, this protocol (and other Energy ones) is available over PLCNext through straton runtime.
This solution enables Client and Server communication.
