I added library from a simulink project. But I cant open the program when I click it.

Hi,
the program cannot be opened in PLCnext Engineer as there is no Simulink editor built into PLCnext Engineer. You can buy a license for the Matlab Simulink viewer. With that add-in enabled, you can view the Simulink model in PLCnext Engineer including online values. The add-in can be purchased from the PLCnext Engineer product page.

is it different from PLCNEXT TARGET FOR SIMULINK? I cant find the simulink viewer.

Yes, they are two different products.
PLCnext Target for Simulink is an add-in for Simulink that allows models to be built for PLCnext Control devices.
Simulink Viewer is a licensed feature of PLCnext Engineer, that allows you to view Simulink models in PLCnext Engineer.
You will need to contact your local Phoenix Contact office to get a price for the Simulink Viewer license.

This is a licensed option in the PLCnext Engineer product, so you need to generate a part number using the “Configure” button on the PLCnext Engineer product page on the website:

If you fill in all the mandatory fields, then you can generate a part number like this one:
1046008/P00/L01/1/NO/NO/03/NO/NO/NO/NO/NO/NO/NO/NO/NO/NO/NO/NO/C01
That’s only an example of a part number - you should generate a part number that has the options you need.
Your local Phoenix Contact office should be able to help you with this, if necessary.
