Is It not possible anymore to run 2 different PNE instances?
I want to run PNE 2023.3 and PNE2023.6 so i can look in other projects while i am writing new code for a project?

Please check the release notes for PLCnext Engineer version 2023.6:
it is not possible to run an instance of PLCnext Engineer 2023.6 at the same time an instance of an older PLCnext Engineer is running.
Too bad, was a very useful feature. It is for all later PNE versions that older versions can not running or is it only for 2023.6?
Based on the release notes, where it describes the reason for the change, it looks like all versions before 2023.6 are compatible with each other, and all versions from 2023.6 will be compatible with each other. So the feature has not been completely removed.
