As part of our ci/cd pipeline we’re trying to build a PLCnext Engineer project without using the IDE, so far we haven’t found a way to do so.
I was wondering if there’s any tool to generate the binaries and compressed files without using the PLCnext Engineer software?..
I think that PLCnext Engineer’s „ACI“ option might be what you’re looking for.

(PC Worx Engineer is a long-obsolete name for PLCnext Engineer).
You’d still need to install PLCnext Engineer, but you can then use the API provided by this add-in to automate some functions.
There is pretty much no public documentation on this ACI feature, so you will need to get in touch with your local Phoenix Contact office to get more information, including pricing on the license that enables this feature.
