Unfortunately, you do need a PLCnext Controller to unlock the full functionality of the environment. However, we do offer a simulation for PLCnext Engineer. The AXC F 2152 and AXC F 3152 require the simulation add on, but the AXC F 1152 does not and you can simulate for free. The simulation is still limited in certain ways, but it should give you everything you need for the training.
