The “new project” button is blanked out and nomatter what I do i can not make it clickable. I have tried to install other versions, restarted a lot, start as admin etc. Any ideas?

is there a “Restricted” text next ot the app name?
If so then either you started the app twice or it did not shut down correctly before.
Open the Task Manager → Details → kill all tasks named PLCNENG64.exe and start the app again.
